So engine won't CRANK.
As 85Hokie mentions, a safety switch such as, PTO, HST/Neutral and clutch are the most likely inhibiting the starter motor control circuit.

My L3800 was a sticky HST pedal that prevented it from centering. A safety switch in that pedal prevents the engine from turning over unless it is centered. I got loads of high-speed clacking but no start. The dealer adjusted the band of that switch wider and now I don't experience the issue. It comes pretty tight from the manufacturer.

My L3800 wouldn't start. After checking online I came across a youtube video that described the "speed control switch". I took it off and adjusted the plunger depth. This was all that was wrong with it. I've had trouble for years with this. It turns out to be something as simple as this.
