is there a way to Test the Stop Solenoid to see if it's Failed? what about testing the Timer Relay to see if it's Failed?

Well I did notice the P.O. had installed a 20 amp in place of the 15 amp and a 5amp in place of the of the 3 amp. everything was working Fine until a (elect) No start occurred. I replaced the Positive and negative battery cables & that was cured. But now stop solenoid is inoperable.

You are Absolutely Right. Previous owner installed battery cable post terminals that sandwiched battery cable. I had a Harbor Freight "junk" multimeter. Which gave False Readings. Replaced both cables. Problem "FIXED" !! Thanks, So Much
