Are you talking about the middle pully on the Bevel Gear Case?
The blade bolt screws into the shaft. If you hold the pulley is the shaft able to spin? It shouldn't.
If there's a feather key make sure it's in place and not rounded.
OK i removed pully and was able to grip the shaft and tighten the blade. The whole shaft came out and it had some grass wrapped around it but i didnt notice that feather key, What is it for?
thanks for the diagram also

The key (#280) fits halfway in a slot on the shaft, a corresponding slot in the pulley (blue arrow) fits over the key. The key keeps the pulley from spinning on the shaft.

P.S. This a picture of the sway bar and how it should connect. It doesn't look like the pin goes through the hole. Just held on by the bolt and nuts.

that's great info. Now i understand what the feather key does looks like it comes out a little as the pulley turns and locks in the groove. I didn't even notice a notch. i guess i should take it apart again and check...thank you

It is metric - M12 x 1.25
Not sure about the socket size but it should have a 14mm Allen Head recess in the bolt head. They are standard on 116 models of mower decks.

My impact socket set has the right socket size for my RCK54-23BX, can't recall off the top of my head. I can look tomorrow. Put one in your pocket and go shopping.
I noticed that alan socket on the bolt. I guess you could use that if the bolt got damaged. Thanks for that info!

I am so sorry I am so unknowlegeable of how to fix this. I sure do appreciate the time and patience people are giving me. At 77 yo i just cant afford 100$ an hour shop charges... so here is where i am. I was able to get the blades mounted with the new cup washers and everything tightened up fine. Now I have to put the belt back on. How do you get it through the guides without removing the pulley? Do you just force it in there? Thank you

Thanks for your patience...Thats not the model i have,,,,,My Mower is a Z421KWT with mower deck RCK60P-400Z. so I am trying to put the belt back on but there are guides that prevent me from putting the belt around the pulley. I was wondering, do you just force the belt in there or do you remove the pulleys to put the belt back on? I just can't remember how i did it when i replaced the belt last year. thank you

When you replaced the belt last year did you use a Kubota belt? OEM belts are not inexpensive but they tend to last a really long time…mine is 13+ years old and still looks almost brand new .

I went for the Kubota belt the old one was about 9 years old. Good to know the oem belts are good I was going to get one but hesitated and had to pay more.

Most of the time you have to remove one or two belt guides to install a drive belt. But on mower deck belts that is usually not required, in my experience.

Here is the diagram showing the parts for the mower belt and pulleys. I tried to color code it and hope that will make sense to you with the deck. The diagram shows the pulleys a bit out of place but I think it is colored correctly.

Yellow shows the blade pulleys
Red shows the two tension pulleys (which is a new concept to me) and I believe the backside of the belt touches these pulleys, which should have a flat vertical surface on the outer diameter.
Green is a deck mounted pulley that is also on the flat side of the belt.
Blue is the PTO that is mounted to the engine vertical crankshaft.
