If you think the relief valve might be the issue, before taking it apart, how about smacking it with something soft, yet heavy? Try this with the engine off, then running if off didn't help.- #40Fan

Brush hog sheared multiple bolts
Pull the PTO shaft and cover away from the gear box and take some pics. Something inside the shield had to have taken out those four bolts.- #40Fan
