Is there a button that you press that allows you to run the PTO without being in the seat?
When you restart it, and shuts down again, are you sitting in the seat or outside at the chipper?
If yes to both, try setting a bunch of weight on the seat.
Steel or plastic mags? Try wrapping either with a couple paper towels.
Depending on the amount, a piece of PVC pipe (think 3"-12" O.D.) capped with desiccant bags is the way to go. I heard they are easy to bury.
If you're talking about a pin or boss, you can remove the zerk and try cleaning it first. If that doesn't work, I've used a needle blow gun to remove the packed in/dried up grease after removing the zerk.
Thermostats not only allow the engine to run at a certain temp, they slow the flow of coolant so it has time to dissipate the heat through the radiator. But, I suspect that isn't the main issue here.
