I have a L3940 and lately the positive terminal connection at the battery was getting loose. Occasionally I would try to start, get no power at all, and then open the hood and wiggle the connection - the tractor would start and everything would be fine until next time it wouldn't work. Today, I tried to start it and no power - when I went to look at the battery, it was disconnected from the terminal. I fix the terminal and go to turn the key and still nothing. I checked all fuses - near battery and near the clutch. I checked the big terminal at the starter and I get 12.8v, so I know my terminal connection is good and my ground is good (I used chassis as ground when testing starter). Did I fry something? What is next step?

12.8v does not prove your terminal connection is good. Given the history I suspect that connection is actually corroded and cant supply a real current draw. Its now (past) time to fix it properly.

I would think that fixing a known bad battery connection that has caused no crank problems for some time and has now come loose while in use and does not work at all would be top of the list.

I know you are trying to help and I appreciate your time. I have fixed the bad battery connection and it is solid now - at some point in the future, I will replace the whole connection, but I am confident that the connection at the battery isn't my current issue. Any further troubleshooting help is welcome and appreciated.
Its hydrostatic transmission with ROPS. On the tractor tag, it says L3940D under "type" and serial number is 50186. When I bought it, the seller said it was from 2008, but I am not sure about that.
Yes, the starter will engage when I jump the connections. Do you have any idea what I should look at next? Appreciate the help (and the push to make sure electrical connections are good).
I just checked the fuse panel next to clutch, with the key turned to on position and no voltage to either side of fuses. I had just checked continuity for each fuse but should have done this test earlier...also - no voltage to the slow-blow fuse panel either...

If theres good power to the starter but none to the fuse panel the fault appears to be in the 12V feed from battery to panel. My next step would be standard fault isolation using a test lamp and the wiring diagram.

I have checked all these slow blow fuses and they all have continuity. I checked this fuse block again and I found no voltage on either side of the block when I remove the fuses
Ok - thanks for your help. I also don't have any voltage at the fuse block for slow-blow fuses. There are 5 wires that go into that block and four fuses. Can I assume the 5th wire is the one bringing in power? I can do some electrical troubleshooting, but not very good at wiring diagrams...
It seems definitive, but I am not smart enough to know what it points to at this time
