1977 B7100 3 point hitch doesn't want to go down

Last year I bought a 1977 B7100. My first tractor. I took it to my local tractor mechanic recently to have him go through it and check it out. The hydraulics weren’t working well. There wasn’t much lifting power with the 3 point hitch. The mechanic said that there was a lot of water in the system. The shifter boot had cracked and the previous owner left it outside. He drained and refilled it and the 3 point hitch is much stronger. It goes up with lots of weight on it but it won’t go down. I can get it to drop by shutting off the tractor and putting the 3 point hitch lever (by the seat) in the up position. The 3PT will drop slightly, 1/2 inch maybe. By wiggling it back and forth I can get the 3PT to drop. With the engine on pushing the 3PT lever forward (which should drop the 3PT) does nothing. I spoke with my mechanic and he thought I should run it a bit and see if it sorts itself out. I’ve mowed with it for several hours. It hasn’t change. I'm thinking (guessing/hoping) there is some sort of relief valve that is stuck closed? Maybe? Any thoughts?

Have you tried opening the yellow bolt in your picture. This controls the speed the three point drops.
