'hot'...as in physically HOT or 'hot' as in all 4 have +12 volts on them ?
if the former, I suspect excessive current flow. if the latter, internally shorted somewhat.

With the switch unplugged, you should have continuity on two of the terminals for one contact and no continuity on the other two terminals for the other contact. Change the switch position and perform the same continuity checks but things will be flipped- the terminals that had continuity before should now be open and the terminals that didn't have continuity before should be now be closed.

This is assuming you're familiar with 'continuity' and using a multimeter.
