Not Starting or has Lights

My 2013 BX23S which was working well but not operated for 4 months would not start or show lights on Dashboard. I have already completed following things and have not gotten anywhere :
New battery Installed, ground wire checked, battery cable cleaned, started getting power when checking with multimeter. Not sure what to test next

There's a 50 amp slow blow 'primary' fuse but you say you have 'some' power.
hmm, can you here the fuel pump click ?
do ANY of the dash light come on?
does the glowplug light light when heating
headlights come on ??
when you turn key to on, does anything light up ?

If the dash lights dont illuminate you dont have power or you don't have a ground.

BX25D came out in 2013 ..... with the XX70 series, the 23S came out with the XX80 series in late 2016.

heck, I find it sad , it hasn't been used in 4 MONTHS. I can't go 4 days ,always have something to use it for.
