I have just bought a 3240 hstc with 679 hours on it. When throttle is wide open the RPMS run about 2800. When I have it in "M" or "H" and traveling down the road the slightest incline will decrease in speed to a craw ( 2 - 5 MPH). I cannot pull a 5' bush hog in 12" grass unless I use "L" and creep along. RPMs seem to never change more than a couple hundred, No smoke or oil use. Any idea what may be the problem?

Have you serviced the transmission and HST since buying it? Does it have OEM filters filters with UDT2 fluid at the proper level? That's where I would start. Could the brakes be engaged?

Servicing the system is a great place to start.

Also, if you're new to an HST tractor, there's an inclination to "mash the gas" on inclines, etc.

What I mean is slam the FWD/REV pedal all the way to the floor like you would a car or truck.

With an HST tractor, has the opposite effect of mashing the gas to the floor on a car/truck.

What it kind of does is put your tractor in "overdrive", instead a lower gear like you'd do with a manual transmission.

Engine RPM's stay the same, but the HST system can't put as much tractive effort to the wheels.

If you haven't done so, service the fluid and filters in the HST system. Also back off the pedal when travelling and see if one or both help.
