Looks like a homemade rake or cultivator that might attach to a drawbar.

A cultivator of some sort and who know how it was attached? That part is missing!
It was given to me and I want to add a couple of tines (?) and have a 3pt hitch welded to it or a receiver hitch and use sorta as a landscape rake. The tines are 1-1/4” wide x 1/4” T. They are half moon or half circle shaped - not L shaped at all.

Looks to me to be more likely a sleeve hitch setup for a garden Tractor.

Well that surely looks like it might be what this is. The picture I posted has a bolt where this one used a pin. But, I still don’t have the other mating side so the 3pt or receiver welded would be my direction.
