The PTO Cap provided on a new tractor is not the cap listed in the parts manual. The cap on the pto has to be cut off upon delivery.

The cap that came on my 2021 l3901 is plastic and pulls off. It was a bit of a fight to get it off the first time.

Here's the cap that came on a B6100 in 1980. Took it off way back and put the two bolts in the plastic holes and help there with masking tape. Tape finally gave up!

They are shipped with a soft sleeve on the PTO shaft that very easily slips off using one's fingers and it is listed in the parts manual.

Why? It’s great for keeping the pto shaft clean when the pto isn’t in use.

That is correct, most people have the sleeve on the PTO shaft anytime a driveline is not installed.
We have customers order a new sleeve if they lose or damage theirs. It would be ridiculous to cut it off and throw it away.
Well, …that may be harsh …. if the owner wants to throw it away….it’s theirs to do as they wish…. that doesn’t make it “ridiculous”.
I found the one that must have been original ….in the toolbox of my Kubota. It’s still in there.…regardless if I am using the PTO or not.

I think the question speaks well for the quality of Kubota tractors.
What a issue to worry about! Sure worth losing sleep over! LOL.
I was going to suggest a BFH, but now think a razor knife would be more appropriate.
Afterwards a coating of grease would probably suffice. Or even nothing.

I have a few tractors, none have a PTO protector of any sort, none have any accumulation of dirt or rust or anything to restrict installation of PTO shaft.

Not only did I remove (& discard) the PTO shaft cap, I also removed the PTO shield "Guard".... at least that is sitting somewhere on a shelf in the barn...
Oh my. That sounds like Kubota Clan heresy. Next thing you’ll tell us you modified the ROPS. Might want to keep an eye out for the alphabet soup federal agencies. (All in jest of course.)

I don’t know if this will push it over two pages or not but I feel it reasonable to do my part to flog this dead horse at least past two pages.
A BFH is one of my most favorite tools. How can you not enjoy struggling with something for an hour trying all reasonable options and finally getting out the 16 pounder to make whatever it is wish it had cooperated sooner? But… I can’t see how a BFH would do anything constructive to remove a PTO cover that slips on similar to a handlebar cover.
We used to have three tractors. Sold one of the old ones. That’s left us with one old one and the new Kubota. The two older ones never had covers during my lifetime. Once in a while, if they’re kind of dirty or gritty it’s a good idea to spend 5 seconds wiping it off before hooking something to it. Otherwise there doesn’t seem to be a downside to leaving it uncovered.
The Kubota came with the handlebar cover thing on the PTO. I keep it on because I use more PTO stuff with the Kubota (chipper, stump grinder, generator, bush hog) v what we ran in the N and H (bush hog and a post hole auger I don’t recall using since about 1997). I like having the option to keep the shaft nice and greasy, yet keep it covered so it doesn’t get gobbed up with dusty grit. So I keep it on at all times when not running a PTO implement except when I forget to put it back on or forget where I put the dang thing when I took it off, which means it’s hanging in the wind naked about half the time it isn’t doing something constructive.
There. I have now done all I can to run this to three pages, rambling at ridiculous length, yet somehow staying on topic.
