There is no practical difference between talking to someone/kids in the vehicle vs a phone. It’s just another law that doesn’t make sense made by people who want simple solutions for complex problems.
Not in my experience.
Before cell phones, I could count the number of times someone drifted into my lane in a year on one hand.
Now if I drive for an hour, it is unusual if it doesn't happen 10+ times.
I have seen cell phone users side swipe someone, run a red light, rear end someone, sit thru an entire green light at an intersection, & nearly run down a pedestrian.
People are too stupid and self absorbed to police themselves with cell phone use. (it is illegal to use them while driving here)
But, like virtually every other law, there is little to no enforcement.
In Bill's world, it would be different.
