F Series 2690 hydro pedal

Bought a used F2690 with 300 Hrs and the speed control pedal will not return to center (stop) I cant see any springs on the diagram and everything is clean and lubricated, but it wont stop

Yes, but rusty. I will replace and adjust. I was confused because it says cruise conttrol and this doesnt have that option.
