Hydraulic system - 3 point hitch

After replacing the top part of the hydraulic system (part with the 3-point hitch arms) the 3-point arms do not move up when the control arm is positioned to do so. Front end loader works fine. I bleed the system by turn the front end wheels back and forth several times. Everything went back together as it came apart (no extra parts). At a loss!

Lots of unknowns here. Lets start with why was the 3pt cover replaced?
