Kind of an interesting question. Unlikely the frame of your rotary cutter provides full drawbar capacity for your tractor but it is sufficient for some light pulling. Not sure it’s a “one size fits all” answer, particularly with family and someone who might use your equipment occasionally

My reaction would likely depend on the operator. If my brother did it, I wouldn’t care. I know his skill level and have great confidence if he judged the load to be light enough for that to be acceptable it was acceptable, otherwise he wouldn’t have done it. I wouldn’t even mention it to him at all.

If a less experienced operator but someone who respects the equipment and is still learning, my wife for example, I might have some questions and some discussion about the appropriate thought process and alternatives if their thought process needed adjustment or confirmation they got it right if their thought process and decision was good.

If it was someone who did it because it was convenient, they don’t respect the equipment, and they still don’t give a crap after a polite discussion, they wouldn’t be using my equipment in the future.

Only other thing is if you’re REALLY particular about your equipment; as in it doesn’t matter if it was a log or a twig, you do NOT ever want to see a chain scar on anything other than a shackle. If you’re that particular and you know it, I would suggest never letting anyone borrow your equipment.

I do things with my equipment that I wouldn't appreciate someone else taking the liberty of doing. There are limitations that I perceive for use vs. abuse.

I mounted a tow ball on my finish mower to move the small trailer and tow behind generator so I can stay on the tractor while mowing. I'll often toss branches on the finish mower that are larger than I want to mow over . Then when I get close to the fence row I'll stop and toss them. Larger branches can often be dragged without a chain by hooking a smaller shoot of the limb over the stem of a rear mower wheel. Yes, I've even used chains.

I almost spit out my coffee reading this, lol. Exactly how much pressure is placed on that 3pt when operating a plow/cultivator, disc, root plow, box blade etc??
It's not as funny as you think. The more important point is why is there a draw bar on most tractors? I'll help since you don't seem to know.

Tractor drawbars are designed at the correct height from the ground to keep the pull forces below the center of gravity. Only use the drawbar to tow a load. A swinging or floating drawbar permits adjustment of the center line of pull to be maintained even on a hillside.

Same here. I'll use my equipment to help them, and I'll buy my own (or find another solution to the situation) if I need it.

Only person who borrows my equipment is my brother. He has a JD 1025 and a JD 50 HP something (don’t recall the exact model but it’s about the same size as my L, and a lot fancier). We save some by sharing a few things such as chipper and stump grinder. Stuff we don’t use constantly and there’s never a true emergency need for it. The same guy (our father) taught us use and maintenance of equipment, so even though we have a lot of differences, we’re on the same page with equipment use and maintenance. I have an upcoming project where I’ll need a good disc harrow for about a day. I ain’t buying one or refurbishing the worn out single gang in the back of the shed that needs a half dozen new discs. Will just go get his much newer double gang and take it back when done. Same with his fancy no till seeder. He’s had my stump grinder since November, but I’ve never had an emergency stump grinding need so no reason for both of us to own one. I’ll get it back from him next time I see him (in a couple weeks) and not worried about it.

I was just thinking about the number of times I’ve told my grandson “Use the proper tool for the job…. Don’t use a screwdriver for a chisel or a ratchet for a hammer!” (like I’ve seen him do)

Ha, your funny. I know what the damn tow bar is for, I hook up a 15' batwing all the time. On my large tractor the 3pt has pivot/support pins mounted on the tow bar base.
