I’ve heard about renting implements, but locally I only know one place about an hour away that rents to contractors with an account and a “million dollar policy in the name of” the business renting. Called multiple other local dealers and no luck. I’m looking for a tiller and pulverizer to work a few acres flat and prep a lawn for seeding. I live in Western New York closer to Buffalo than Rochester. Any suggestions?

Call any rental yards and ask for implements you need. These places rent to "every day" individuals. From party supplies to welding rods. Look up "Buffalo, New York tool and equipment rental" and make some calls. Good luck, it's not really complicated.
Have you tried Sunbelt Rentals? Not sure if there is one near you. The local one here rents everything under the sun. I wanted to get a tow behind chipper and asked if a homeowner could rent them. The reply was "if we have it, you can rent it". It was easier to feed trees into a chipper than burning them. The only insurance I jad to have was auto so I could tow it.

Try your local tractor dealers. Around here, they have some of the more common implements available to rent.
Many tractor dealerships are getting to renting their equipment and attachments. Make some calls.
