You can wrap a rope around the 'tension arm' ,pull on it, then remove the belt
To remove the tension spring, loop a strong cord( mower pull cord is great !) around the eye of the spring, pull the cord, spring comes off.

I just changed the belt on the same mower deck this spring. Used GreensvilleJay's method to remove the spring. Comes off easy...

BUT getting the spring back on was a PITA, until I got smart enough to use vice grips on the end of the spring, to guide the "hook" back over where it hooks on...while keeping the spring stretched with the cord, tied to a 2x2 that rested against the deck side (same way as removing the spring).
