Wondering if this is a control valve sticking open or what it may be any help would be appreciated

My tractor does the same thing unless you tighten the hand knob under the seat that stops the fluid flow.

How long does it take?

How much weight on the lift?

Could be as simple as the feedback rod is out of adjustment, check the WSM for how to test and adjust it.

If it's still going down then your issue is more then likely a piston seal based issue.

Actually no weight at all and they just go down fairly quick unless The control lever is pulled all the way up. And it maintains being up
Are you moving the position control lever down and expecting the 3pt arms to stay up?

Just wondering because you stated " unless The control lever is pulled all the way up". I usually have my control lever all the way up when I want the 3pt arms at the top of their travel.
Is this with the engine running or shut off?

Is that a big job to replace the rod and piston?
The rod and piston are very strong and are likely fine - but a part failure that can cause the hitch to drop is leaking of the o-ring 04810-00750 on the piston. The part is only $6 but access to it requires lifting off the 3-point hitch assembly - a few hours of labor so its spendy at a dealer's shop.

The WSM shows what to disconnect, etc. With the fenders & platform taken off the three-point assembly unbolts from the top of the differential housing. The piston is on the bottom side. Sounds like a big deal but is pretty basic, no special tools or methods. Good to have a helper for lifting. Best luck - Dick B.

If the arms stay up when the lever is in the full up position, It's sounds like a feed back rod adjustment issue.
Because when the feedback rod is out of adjustment the arms will keep lowering because the feedback rod is telling it to do that, where the control lever is telling it to be at a certain position.

That adjustment requires nothing to come apart, it's an external adjustment.
