If the delivery valves are even inadvertently turned It turns them away from the control rack. You may have to uninstall it and send it to a pump shop....
Same type as picture, correct? The rack in question is under the screwed in plate. It controls the rate of fuel delivery. Could try to pull it and try to realign them, but be ready to shut it off if you try it. Do not try to change the physical length of any of them. Delivery is affected, but also injection timing which is of high importance to running. Of course this is all aassuming you're mechanically inclined, if not, I'd recommend sending it off.
