Start by making sure both elements are good. Sometimes one element can burn out and leave the other functional. If the elements are good you need to see of you're getting power to the socket.

Thanks -- I just purchase the tractor --- I don't even know if there is supposed to have brake lights -- Both bulbs are good (both element and have voltage on both) ---- Hada quick look - I don't see a brake switch at the pedal
Is there supposed to have brake lights?

I do not believe they do, or at least mine doesn't -- L4400. My manual makes no mention of brake lights. Has a section on the hazard lights and turn signals, only.

I dont think they have brake lights - those are flashers? Pull the bulb - do an OHMs test on them and a voltage test on the socket.

Looking for 12+ volts DC in socket (with flasher switch on) and 0 ohms on bulb)

North American destined tractors do not come with brake lights. You may have a7 pin trailer connector but there will be no power on the brake light pin. WSM wiring diagrams sometimes show brake lights but this is because in other markets they are required

Slow Moving vehicle signs are supposed to be all you need :)
