do a fuel flow test. Remove fuel line from the injection pump. Put the end of the line into a jar or something to catch fuel. Turn the key on and watch the fuel flow. Does it come out good at first then slow down? If so (I suspect it does), remove the fuel cap and continue your flow test. Did fuel cap removal make any difference? If so, the fuel tank is not venting. If not, you have a restriction somewhere; could be lines, could be in the tank still, whatever. Maybe a pinched fuel line. If all that is good & clean, look closely at the lift pump; perhaps it's +12v is dropping somehow?
