If i have a normal flat pulley (for the back of the belt) as the tension pulley it should work as intended. But to be clear- you said the outside pulleys, the tension pulley, and lower groove of the double pulley should be run inline with each other? The tension pulley sits further up off the deck than the bottom groove of the double pulley (see pictures). It sits inline with with the upper groove of the double pulley and the outer pulleys when they are flipped (from how i have them set in the picture). You can see in the picture of the side of the pulley that the bracket for the tension pulley spring is directly in the path of the belt when you have them flipped like i do. As of right now i have installed the main drive belt to the double pulley to test how it would turn and operate. Running the belt straight (without crossing it over itself) will cause it run counter clockwise. It will still cut this way (with opposite direction blades like I've installed from a regular rear pto driven finish mower that i have because mine didn't come with blades when i purchased the tractor) but it of course doesn't channel grass like it's supposed to that way. I measured around the pulleys, with a bit of tension on the tensioner pulley, in the correct belt route and measured around 80" inside diameter. I measured it with and extension cord that's about a 1/2" wide, so i'd say if i was doing a 1/2" belt i would want right at that exact length but i know this is supposed to have a 5/8 belt soooo thoughts on the correct length of the thicker 5/8 belt?

Can't tell a lot from the pictures. The drive belt has to be crossed just like Dave's diagram. It has to turn clockwise - otherwise the grass won't discharge and your blades will unscrew when/if you start mowing with it. At some point you mentioned a 72" belt - would that work as a deck belt? If you turn the double pulley over will it line up?
EDIT: if you flip the outer pulleys over will everything line up with the top groove of the double pulley and not rub on anything? If so, maybe the drive belt does go on the bottom groove.

Yes it will all line up with the top groove of the double pulley if i flip the outer pulleys. I don't believe a 72" belt would work. I measured 80" and that was with pretty good tension on it. And if I'm doing a 5/8 belt i'd say it will have to be just a tiny bit longer to alot for the extra thickness.

Ok. Then will the drive belt work on the lower groove? If so, you should be in business. BTW, my local Tractor Supply has several flat idlers. You may need a spacer to get it to proper height

There is the possibility that the belt is routed as shown below. Then a v-groove idler would be appropriate. Just can't tell by your pictures.

I had an issue with identifying and repairing woods belly mower and TSmith2670 member on this forum was able to send me the Owners manual, which showed the belts and parts. Bernie

I have now loaded to this forum and to Kubotabooks the Woods 304K belly mower Owners manual that shows how to route the belt, yes I say belt as there is only one.
