My top link is about twice as fast as I would like it to be. Is there such a thing as a flow reducing washer or something of the sort that you can put in-line with the hose to reduce the flow?

This flow control valve will solve your problem.

It is adjustable, further it only restricts in one direction.

So you would need one for each hose to control it in both directions. That would work.

I figured they would have a washer or something similar with a small hole in it that would work in both directions.

I took a fitting and tapped the inside to hold a set screw. I then drilled the set screw to reduce the flow as required. Cheap, easy and adjustable.

Yes flow control orifices exist. There have even been tractor owners buying fittings at TSC and ending up with an orifice fitting totally unaware that is what they bought. Then the fun begins as the performance has changed completely when they thought they just changed a hose and a fitting.

The challenge is to get the orifice diameter you need.

There are adjustable flow control valves that work in both directions.

Generally owners want fast movement in one direction and modified movement in another direction. Example, loader lift arms: you want them to go up quickly but go much slower when lowering.

I needed a restrictor in the hyd line on my disc mower. I bought a $3 fitting that fit the threads in the line at the cyl and virtually welded the end shut with a wire welder. The hole ended up about the dia of a straight pin, and worked fine.
