I just watched the video and I'd say that's normal for hyd steering. With the extra weight of the loader on there the tires are getting plenty of bite and while turning slow it doesn't have enough flow to make them turn. I bet if you lift the front tires off the ground it will work fine. Just the nature of the beast.
Like my L3000. It doesn't have hydrostatic steering and with a load on the front I can't turn my wheels at all unless it's moving. just something you have to get used to.
