How are you checking it for level? I always thought mine was off too but I put a level across the top of the bucket and checked it against the ropes and they were dead nuts even. Turns out my grill guard was off and was causing an optical illusion. The other thing to check is the air pressure in your tires and make sure they’re the same side to side. One tire being low will make the loader seem low on one side as well.

Did you check the tire pressures as advised? Other than that you can loosen the hardware and press the bucket down on level cement and retorque the hardware.

I just lower the bucket on road or my driveway. Same thing
You can’t trust a floor or road to be level. Best bet is to get a digital level and zero it out to a known level spot on your tractor like the rops or somewhere on the frame. Then put the level on the bucket to see how far off from level it is. You can do this with a regular bubble level and a good eye as well.
