I had the same problem on my L5240. It was the rubber suction hose that feeds the hydraulic pump. Had a crack that was making it suck air in.
My L3400 did the same thing. It was cracked also.

Does it have a loader? and if it does how does the loader and three point work?
If one or both of those has gone south too, then it most likely will be a suction or a pump issue.
If one or both of those works fine with no loss, then most likely it's either the controller or the cylinder, but if you still have steering but it's more of a manual kind, then it's down to the controller.
Get the WSM and it will walk you through troubleshooting and repairing it.

Just did one today. L5240, suction hose cracked. Other guy I work with, he did a L3400 Monday. TC220-33332 on the 2800/3400
Not uncommon at all, and not expensive or hard to fix either. Usually don't lose much-if any-oil.On my L3400, I found the cracked hose before it was a problem. I had heard of others having problems.
