My manual shows 2 "on" positions for the fuel cock on the fuel filter assembly. One is in the vertical, the other is rotated fully counter clockwise. The manual does not address this. Does it matter?

Nope it doesn't matter witch position.
The 2 position setting is a left over from when there was run and reserve on the tanks, but with a diesel it doesn't work, dry is dead (air locks the injectors) and flipping a lever to give it more fuel is still dead. ;)

I pulled fuel filter assembly tonight and placed the fuel cock lever in each position. I only got drips of fuel. Bowl is not filling.

What he said!
Check the input line to the filter for flow as it may have a plugged fuel tank outlet.

Thanks guys. I'm going to work on it again tonight. I thought I might drain the tank and check for crud with my inspection camera.

So, I gave up and had my machine hauled to the dealer. First time it has been in the shop in the 14 years I've owned it. Turns out that there was sludge in the bottom of my fuel tank. Fuel pump needed replacement. Also, fuel filter housing was cracked. Front axle seals were leaking. All fluids checked out OK. Should be a reasonable repair cost. Original tires are dry rotted pretty badly. I got a quote of about $1,500 for a set of R4's. I will have to shop around to find R3 or R4's that will replace the obsolete metric sizes of 8-16 fronts and 13.6-26 rears.
