Why is the clutch pedal locked down on my L4200 GTS?

I have a hard time stopping the tractor, unless I move the shift lever to netural. My clutch pedal has a factory hook on it so it is always depressed. Is that normal?

The clutch pedal hook is only supposed to be used for storage. It keeps the clutch plate and flywheel apart so they don't bond. Then you really have trouble trying to break them loose.

Unhook the clutch pedal and see what happens.

The plate could be bonded to the flywheel or pressure plate now, if it still creeps with the clutch depressed. It shouldn't move at all with the clutch depressed, provided the free play in the pedal is adjusted correctly.
