What is the purpose of the Shut-Off Plug

What is the purpose of the Shut-Off Plug on a 4 position valve kit (BX2014) on a LA211 Loader. Is this for adding hydraulic fluid? Bleeding air?

No they are not for filling or bleeding air.
The extra plugs are for other setup's or possible options.

OK thanks for the info. The heavy plastic washer on the shut off plug decided to let loose causing a hydraulic leak
