After working the throttle back and forth and some lube it was doing a little better. I could get it to about 2150 rpm. The 540 PTO mark is at 2250. I definitely can’t go any past that. The lever on the injector pump or throttle is bottoming out on the adjustment screw that has some kind of tamper tag on it. It’s a small little tag twisted to the adjustment screw with a wire.Possible tach issue although I've never heard of one partially working. I think it's more likely the throttle is out of adjustment either because the bracket is loose or cable has stretched. I'd check the throttle along the entire path.

I'd check the tach accuracy before breaking the seal. There are strobe tach apps for Android and Apple phones (why do we still call them phones?).When was the last time you checked/cleaned/replaced your fuel filters? Air filters?
According to tractordata.com that engine is rated at 2600 RPM. It ought to be able to achieve that.
I’d look for other possible reasons for underperformance before I broke any seals on pumps to make mechanical adjustments.

I've never actually used one. I'd just go to the Play Store, search by strobe tach, and look at what's offered. I may do that someday, my max revs per the tach are about 100 below rated.Do you have a recommended app for Androids? Thx.

I just got this tractor not long ago. I know it sat up for a few years. I don’t know the maintenance history but the engine and trans oil look clean.
