tail lights not working

My 2002 BX23 has issues with the lights. Neither the tail lights, turn signals, nor the hazard flashers are working. THe headlights have been wonky, especially after getting wet, but I have replaced the switch and the problem appears to be solved. As for the taillights, I have gone through several iterations of trouble shooting this. I have verified that the fuses are good, and there is power through the both the turn signal and hazard switches. I have not been able to flasher to see if that is the problem. But since the tail lights are independent of the turn signal and flasher, I am leaning toward a ground problem. Any suggestions on locating the flasher?

I'm looking at a blurry schematic and have a question.
Do the turn signal lights on the dash work ? If yes, then flasher is OK

It 'looks' like tails/ hazrds share a common ground, maybe the wire got cut ??

Sorry too dang cold here to go outside to crawl under and check...
