t1670 mower help please!!!!!!!!!!!!!!

need some suggestion bought at used t1670 with 40in deck guy I bought it off of said it has set all summer and when he started it the mower blades came on slowly with the pto off. I bought it and cleaned the pulleys and also bought a new 5/8x69 belt thinking that would fix the problem well I was wrong thing still does it and I can't figure out why since I see no adjust anywhere. called my Kubota dealer and he told me to check the break pad that stops the blades from turning so I did seems a little low. so I got a 2x4 pused on the break and had my buddy start it to see if that would keep the blades from turning and the belt not to grab well it worked for a few until the belt started to grab and from me holding the break caused the belt to smoke since the blades weren't able to turn I can't figure out why the belt is grabbing with the pto off?????????? if anyone has any thoughts or suggestions id really appricate it because I'm ready to just take it to the Kubota dealer before long

I think the PTO may be partially engaged or rusted

What type of PTO is it? I am not familiar with your model of machine

Ok, why are you using a generic belt? Are you aware that they made T1670 and T1670A. The non A has a serial number break on the deck belt. The PTO belt could be the cause or cable adjustment. Which one did you replace?

You need to re-adjust the pulley brake for a light rub, grab the serial numbers for both units (tractor and deck) and get the proper size belts to eliminate that as an issue.

And make sure both belt guides are installed and adjusted properly. I can't remember on the 70 series but on the 60 series (T1560, etc) the rear guide (on the deck pulley) can be installed 2 different ways. If installed backwards the blades will try to engage with the PTO lever "off".
