I have an svl90-2 with what seems to be a low fuel pressure on crank issue. On crank I'm only getting between 500 and 1,000 PSI of pressure instead of the 5000 required but if you can get it running through unsanctioned methods AKA summer in a can, the machine starts up and runs perfectly fine with fuel rail sitting at 6700 to 7100 with 6950 Target. My gut is telling me SCV valve solely on the fact that the pressure fluctuates so much but if I could get another set of thoughts that would be great. Also thinking I might switch the 12v sending pump just for fun. At 35$ to take that out of the equation might be worth it. In case it needs to be said, im on a seccond set of fuel filters so that is not the issue. I also put a 10ft fuel line off the output of the filter head and get decent steady flow although I think it could be better.

What are the Target and actual SCV voltages?
What DTC's do you have?

If “summer in a can” means starting fluid (ether), that could be the problem. That can fire off at the wrong time and bend rods or damage rings making diesels hard to start due to compression problems.

I am aware of the risks of using ether or "starting" fluid. As I said it was an issue that preceeded the ether and the fluid was only a means of ruling out bad fuel/bad fuel supply because running at any throttle position or at idle it has optimal fuel rail pressure and stats. Only on start crank is my issue.

Remove the return line from the fuel rail, crank the engine, and see if you have a stream of fuel exiting the rail. That would most likely be a faulty rail.

We are on the right track, pulled the banjo bolt from the rear of the rail and recorded the hole while doing a 5 seccond crank. No fuel even splashed out. Unless i have the wrong "return" line-----
--Edit---
I actually came back after realizing I should not see fuel out of that return because it should only return if under proper pressure no? So I realized the bolt screwed into what I could only assume was a pressure relief valve and so I removed that aswell and retested. Fuel did come out although not what I would call a "good" stream but a stream none the less. I cleaned out the valve and replaced it. On to the next test I guess.
