Always start at the beginning. Look/listen for lights and clicking. Check the battery voltage and load test it (or have it done at your battery shop). The number of people who have been bit by battery terminal connections they Thought were good in countless. Remember, it is vital to check both ends of both cables and make certain the ground to frame/block connection is spotless.
The other area to consider is the safety circuit. As I recall, the 4900's are not too complicated. Messicks does a good job of showing approx. component locations on a tractor but does not have logic/line diagrams. It may take some drilling down to the right area of the site to find your trctor.

Just for the ultimate battery-test…. Have you tried jumping directly to the starter temrinal?

Bad battery ground will play havoc also.
