okay when I turn the ignition switch I can see the starter engage it just doesn't engage all the way hits the edge of the flywheel and just stopped not going all the way into the flywheel if I turn the ignition switch two or three times it'll start right up also it doesn't do it all the time all the ground wires have been off sanded and refit back on

When it hits the flywheel does the starter motor continue spinning?
I would check the starter bolts are tight, if they are, pull the starter and check the drive gear and plunger or helix drive action. Lubrication may solve it, may not, depending on where the problem is, either not throwing in hard enough or not being able to engage due to wear or alignment/bushing problems, starter contacts, sticking plunger etc.
