shut off

Replaced ejector pump all is put back right but now it won't shut off I pulled it back off and made sure it was installed right and it is and still won't shut off .I can't find anything to tell me what to look for . I have to move a armature below the ejector to make it stop , There is a squealing noise in engine and it will stop when key is shut off ?

It is a kubota U25 excavator diesel it has a D1105 16032-51010 ejection pump

You installed the injection pump?
Is it possible that you didn't get the rack of the pump aligned with the slot in the govenor?
