Replacing PTO safety switch

I have need to replace the PTO safety switch PN K1122-62250 listed as 070 on the diagram. This is on my 20 YO BX1500D. I know where it is I just can’t see how to access the fasteners. Is there a procedure for how to do this somewhere? Is it necessary to remove the step and seat to access this?

I can't remember if it's accessible by removing the rear tire or if you have to remove the fender???
