I resently purchased a 1998 B21. I’m having an issue with the PTO lowering my blade. It will lift the blade but very slow to drop. It worked several times but I’ve only run the tractor about 3 hours. The fluid level is ok and the lever to ingage the PTO is up. It has been used when it was cold but warmed it up 15 plus minutes before moving. Any suggestions on my problem would be helpful.

Have you checked your slow/fast return valve? Is a tab that you can turn that is probably under your seat. My l1802dt had the same thing, I just turned the know from S to F (slow/fast)

And it is the 3 point hitch that you are having trouble with, the power take off (PTO) is a shaft that rotates to drive implements that need power like a mower or chipper.

Also you do not engage the PTO lever to use the 3 point lift. ;)
