Check to make sure they are fully hooked up on all four hoses. Back trace the bucket cylinder hoses and hook them opposite from what they are now. What do you have to lose?

Put the bucket flat on the ground and try the bucket curl (it should).

Then put it flat again and try the dump cycle - slightly lifting the front end. It probably won't based on your description. Check the quick hitch hook-up(s) for that cylinder(s). One is likely loose.

If that doesn't diagnose it then reverse the dump/curl hoses at the quick connect block. It should dump (the joystick will be opposite) but not curl if the problem continues.

If it works OK with the lines reversed then put them back where they should be and all will be well.

If it still does not work then you are likely going to have to suspect the control valve (where the joystick goes in).

Have you checked your hydraulic oil level? The system may just have air in it and need to be bled.

I would think you could do this by cycling the lever from stop to stop, but I have been wrong before.

Update and thanks, i switched up the bucket lines and everything now works as it should, did notice how cloudy the hydro oil was and am now draining the system. is there a filter in the tranny? i found the drain plug. 5 gal of tranny oil was 63. bucks.

The hydraulic oil is shared with the transmission oil. A single filter for straight transmissions and two filters for hydrostatic drives. You will also probably need more then 5 gals of fluid but not 100% with your model of tractor. There are also about four drain plugs to drain the fluid.
