My BX2200 won't start

My BX2200 won't start. I can hear the clicking sound but nothing happens when the key is turned to start. I measure the battery and it is about 12.5V. When clicking, the voltage drops to about 10V. But it is 2-3V when turning to start. Is the battery should be that low (2-3V) when start? Please advise. Many thanks.

Bad battery most likely, bad battery cables/connections 2nd.

Think of it this way>> you have a 12v system.. if you only have 2-3volts to the starter, which requires 12v to work, do u think its gonna spin it?
Try to "jump off" your tractor w/ your car using jumper cables.. or if u have a battery charger, use that & put it on "start" of a few seconds & try it, if it starts, u got a dead cell in your battery.
