M9540 3 pt. hitch speed control problem

Purchased a 2011 M9540 cab tractor with low hours about 6 months ago. Did several add-ons in that time. Third function Pat's Quick Hitch (orange of course). Plugs in the FEL's tubes for chains and tools, etc. So, after installing the quick hitch I raised up the 3 pt. hitch. Went up, but not down. Sooo, I went to looking up why and found a plethora of answers. The nearly unanimous answer was: "Check if the hydraulic speed control knob is closed. Okay, then, "Where is said knob?" "It is between your legs under the seat." No it isn't. Several said, "Yes it is." So I sent a picture (see attachment). I have looked through the forums for about 2 hours. I may not be typing the exact word or words necessary. My question is this: Can ya'll tell me where the hydraulic control knob is on a M9540 cab tractor is. (picture(s) would be great), and/or what page it is on in the shop manual and the exact name of the knob. Thank you kindly.

Item 3 is mis-spelled. VICE… is a word to describe morally wrong behavior or a defect in character. (Hence the term “vice-president”.)

However, VISE… is a word to describe a clamping tool with moveable jaws such as a bench-vise, or vise-grip pliers.
