M7060 Air in water separator

I've read several of these topics on here about this. I blew the fuel line that runs to the tank out with air, and fuel started to come out (so there is no blockage there). I cleaned the 90 out on the seperator. I cracked the fuel cap. I am still getting air.

Air bubbles are still coming into the separator. I turn off the fuel with the tractor running and the fuel level goes back to the top of the water seperator and the bubbles clear. I open the valve back up, fuel comes pouring in, and the level goes back down and bubbles back up. I noticed one time it seemed like the water seperator had a vacuum on it when I was pulling the bowl off.

What do yall think is the cause? Could it be the valve? The o-ring?

M7060. It stalls. Loses power. I have to let it prime again to crank up and go a little further then it does it all over again.
Do you know if your machine is covered under the injector TSB?
Have you changed the spin on fuel filter? On my M there are air/bubbles in the clear fuel separator while the engine is running. My relatives M6060 is the same way.
