If you want to you can look at gas tank repair kits that might work to remove the rust and paint the interior of the tube (assuming it could be rotated or sprayed on the interior surface. I would wait until after you weld it together before you get the paint applied (and probably the rust removed after welding?)After seeing the RUST inside the loader arm, curious, if you can 'treat' it somehow to stop the rusting process ? Maybe some chemical treatment then a rust paint ?
Took me fifty years to get the shop I wanted I still get it dirty but I am a clean freak so I clean up right after. 30x40 climate controledLooks great man!

I know they also make some material that is poured into steel rudders to keep them from rusting. That might help now but I really don’t know.
