Pretty likely there's a tiny leak somewhere in the regulator - or possibly the servo-piston isn't centering right. For the older style HST there's a procedure for setting the servo-piston's neutral point. Not sure about the newer style.
There are three versions of that HST depending on the machine's full model designation HST, HSTC, HSTC-3 etc. and its Serial Number. The regulator layouts look different so need to look at the diagrams to figure which one you have. May take some fiddling but shouldn't take big money. Maybe somebody with experience and/or WSM's on later-model HST's will chime in.
On the older ones, under the piston's top cap here's a locknut and a stem that moves the piston up or down. I might take a rank guess and adjust it a quarter turn one way or the other to see if it makes a difference - might be worth a try, and won't hurt anything. Remember how much you move it so it can go back if it doesn't help. Best luck, Dick B.
