I spun a bearing on the small sprocket of the chain drive of my snowblower it started smoking, after inspecting it melted the seal looking to replace the bearing, can you just replace bearing or do you need to replace the whole flange

Snowblower L4479. Some bearings are sold as inserts to be installed into the flange, and others are sold with the flange. If your bearing froze up from lack of lubrication then it might have "welded" itself to the shaft, and that is going to present a problem for you should the shaft be scored.

I just found the parts breakdown. You need to replace the entire bearing assembly from looking at the drawing. If you get it out, you can take it to a local bearing house and they might have a direct replacement for it in stock. Rarely are bearings proprietary items on these types of machines. This is one design of snowblower that I have yet to work on, so I have no personal experience with it and as such, I am making an educated guess.
