The top center of the steering wheel changes while operating the tractor. Is this an issue with the power steering pump? I have a steering wheel assist knob on the wheel and it ends up in different positions as you drive around turns and then straighten up the wheel, etc.

Nope, that is totally normal. You have hydrostatic or hydraulic steering.

There’s no mechanical connection between the steering wheel position and the position of the front wheels.

It is completely normal for the position of the steering wheel to change over time.

Yep, What RCW said.
Hydrostatic steering does not have or keep a center, as it changes all the time.
