Where to start? Guessing brakes are locked or damage to gears in the
Differential. Don’t know history and tractor does not run. Trans levers move freely. Any inspection ports or tests before taking it apart?

Jack up the rear end and see if you get any movement on either wheel.
Locked brakes on a wet brake system is very rare, so your more likely looking at gears or bearings, but check that the brake linkage is moving on both sides. ;)

Jack it up, spin each wheel. If they turn at all, the brakes aren't the issue. If that's the case, a lot of times you can remove the 3ph rockshaft assembly from the top of the case and have a look down in there to spot the problem. Not always but it can be an easier inspection than removing the axle housing and then the rear diff assembly.
