L3400 not starting, low voltage

L3400 not starting. I checked: battery, main fuses, secondary fuses. At the secondary fuse box there is only 9.56V? Checked the clutch and seat safety switches, also 9.56V?

Any thoughts?

12+ volts at the battery? That's a sign of an bad connection somewhere. Probably whatever wire supplies power to the secondary fuze box. I'd trace it just to be sure. Find the wire that has full voltage on one side and low on the other and then clean the terminals of that wire. If it's still bad replace the wire.
