L295DT PTO Shifter stuck in gear

1979 L295DT PTO lever is stuck in gear.

I am not sure which gear it is in but I can not get it to disengage.
I drained the fluids and took off both the shifter and forks brackets(or plates).
With the plates off the pto levers move fine.
I borrowed a friends scope camera and looked around as best I could but couldn't see anything around the shift forks.

Here is a picture of the gears looking down on the clutch lever side of the engine. Should that shaft be going into that hole? Any ideas of where to look next?

Here is a picture with the shift cover off? Can anybody tell what gear the pto is in?

There are a few other things that need to be fixed, but this is one of the priorities.

I do not know your specific tractor but usually when something is stuck in a manual transmission, it is because two gears are being engaged at the same time.

Try aligning the two sliders where I have drawn a yellow line before putting the cover back on.

Thank you. I used some stronger nudging than what I had before and was able to move the one on the right side (top of the picture) up to be in line with the other one.

For anybody's reference, it was in 1st on the PTO.
