L2850 cooling problem

I have a L2850 with 2200 hours. recently noticed that my pulley turning my cooling fan is no longer turning. The other two pulleys attached to the belt are turning fine. I am wondering if this suggests that my water pump is bad and needs replacing as it seems to have seized

Thanks I appreciate you taking the time to help. How big of a job is it to replace the water pump? I have 12 inches of snow on its way and need it to plow the snow. I think the water pump has been gone for a month or two and I have been using the tractor in cold weather from time to time. never overheated. How bad is it for me to run it with the fan not turning? Also what are the steps to pull this pump off?

I don't know how with the pulley on the water pump not turning how it hasn't burnt the belt right off of it?
When my water pump went out it took about 15 min for it to fry the belt!
Replacing the pump is fairly easy, just unbolt the fan shaft from the front of the water pump pulley remove the spacer, verify that it is the water pump that's not turning and not a seized bearing on the fan shaft.
If it's the water pump pull the 4 bolts on the pulley.
Put a bucket under the radiator and open the petcock on the bottom of the radiator and drain.
There is 2 size bolts that hold the water pump to the case. just pull all the bolts and remove the water pump.
If your model has the battery under the fan shaft and in front of the water pump remove it to get enough room to work easier.

An extremely loose, stretched out belt ? It must be creating some serious heat spinning past the frozen pulley.

Wolf man you are the man. Thanks for taking time to help. You are providing a valuable service . I am not sure why the belt is still on. it has frayed a good bit and is lose enough to turn. Now i know I need to take the belt off to check the fan but when I try to turn the fan by hand it wont budge b ut neither will the pulley I have a loader on the tractor and it makes getting to the water pump possible but not easy, Of course I can remove the loader but would prefer not to unless must do so. Do I need to take any of the tin or frame off of the tractor to work on this? Will I be able to get my hands in there to work with just the side cover off? I think I am going to try and do this work myself. What would a shop charge? I can get a replacement pump on line for about $116 or is it easy to rebuild it? Love this tractor. Most reliable thing in my life. Sits outside for the past 15 years and starts every time. Its getting up there like me with 2100 hours but it is still strong and capable of doing anything I ask it

Yes a loader can make it tough, I can get to mine with just removing the 2 side panels and pulling the battery, no other big parts need removed.
One recommendation is go with a factory water pump and not an after market rebuild, I had one go out with only a few hours of use.

Pull the fan bolts to make sure it's the water pump you need and not the fan shaft bearings.
